Ima say Cloud, although he's sometimes a bit of a show-off for Tifa (i hate tifa) but Cloud does have some attributes to being better than Sephiroth. Here is the only reason.
Cloud has short hair<---Does not get into the way of eyes. Able to see every move.
Sephy has long hair<---Gets into the way of eyes. Difficult to see every move.
