Kefka here.... cuz he was bad since the beginning of the game till the end of it.....

and also because he is not any unnatural being... or some kind of monster.... he is an aweful human... and a wonderfull villian

This is an easy question because i always thought Sepiroth was always the evilest one.
Because he killed his own comrades then everything around just like a regular Villian would do but thus guy does with style..haha

Vayne is next he killed his own father to get what he wanted thats really bad...

Definately Sephiroth, I think. He figured out what he was and just slaughtered a whole town of innocent people! He killed Aeris, too! ...meanie.

Sephiroth, he was going to destroy the whole planet however Kefka was evil too but he only changed the Shape of the earth -_-

I'd have to say Kefka, he managed to achieve his goals, dominate a whole planet by himself and if not for Terra and co would have been an unstoppable force.
